3.4. Dr. Ram Manohar Lohia Hospital
3.4.1. Dr. R.M.L. Hospital (formerly Willingdon Hospit-aly), has a bed strength of 937 and is spread over an area of 25 acres besides 4 acres of land which houses the Nurses Hostel. The speciality wise distribution of beds is as under :

3.4.1.(i) This is one of the prestigious Central Government hospitals because of its strategic location, availability of Nursing Home facility, many super specialities like Neuro Surgery, Cardiology, Bum & Plastic Surgery, Finitive Care Centre for Ex-Prime Ministers and their family members, in addition to almost all the routine specialities. This hospital has all the laboratory and Radiological investigation facilities including fully automatic auto-analysers, Whole-body C.T.Scan and Ultrasound, etc. A number of special clinics are also run by the hospital in the afternoon shift to provide the specialized care. This hospital, during 1997, had seen about 10.20 lakh of patients in its OPD with an average of around 3500 patients per day. Similarly, about 1.40 lakh patients were seen in special clinics of the hospital during the same period. A total of about 5600 CT Scan cases, 1.70 lakh X-ray cases, 20.50 lakh laboratory tests were done.
3.4.1. (ii) The hospital has a hyper-baric oxygen chamber for the treatment of Gas gangrene, Burns, Head injury patients etc. A non invasive Cardiac Lab is existing in the hospital and a Cardiac Cath. Lab. had been installed in recent years for providing facilities of Angiography, pace-maker installation, etc.
3.4.2. Emergency Services: Round the clock emergency services, Blood Banking facility, Ambulance services are available. A total of about 1.60 lakh patients were attended to in the Emergency. All routine as well as specialised tests like Ultrasound and CT Scan is available round the clock for patients. Most of the patients admitted in the hospital are through the emergency department and hospital had admitted about 41,000 patients during the 1997. Free medicines are made available to the OPD patients as per the prescribed list and almost all essential medicines to indoor patients.
3.4.2.(i) The emergency services have been strengthened by establishment of a Emergency control room, provision of a large pool of Colour coded trolleys, development of a well rehearsed contingency plan for disaster management, a well equipped Resuscitation room, ECG Room, X-ray room, Laboratory within the emergency itself.
3.4.3. Family Welfare Unit: In the Family Welfare Department, 197 Female Sterilizations, 48 Male sterilizations, 889 MTPs and 966 IUCI)s were done during the year 1997.
3.4.4. Ambulance Services: Five new additional, equipped and manned ambulances have been added during the last year. There is a free telephone service for patients in casualty. In addition, the hospital has a well equipped Neonatal ICU and a Recovery Room ( ICU for all specialities) with facilities of latest ventilators, Monitor cum Defibrillators, Central oxygen and suction.
3.4.4.(i) The hospital has a well rehearsed disaster action plan, which is put into operation as and when mass casualties report to the hospital. Separate disaster beds have been earmarked.
3.4.5. Citizen Charter.- This hospital has adopted a Citizen Charter and a copy each in English or Hindi, is made available to patients on demand. The details of facilities provided to patients, its timing and days, payment if any, grievance redressal mechanism have been given.
3.4.6. Hospital Waste Disposal System: The hospital has devised a well planned hospital waste disposal system. The waste is segregated at source in different coloured Polythene bags as per guidelines of CPCB /Bio-medical waste (Management and Handling ) Rules 1998. The hospital has installed a plastic shredding machine. Another incinerator of a capacity of 175 Kg /hour as per CPCB standard has been installed in this year in addition to existing incinerator. The hospital had conducted a number of seminars to educate different categories of staff regarding Bio-Medical Waste management Rules and safe waste handling practices. The hospital has also constituted an Infection Control Committee to regularly monitor hospital acquired infection and safe hospital waste management practices. A special cleaning squad has been constituted for better sanitary conditions in the hospital.
3.4.7. Awareness about HIV/AIDS: This hospital is actively engaged in creating awareness in the field of HIV/AIDS. Many workshops/seminars were held in the hospital in this regard.
3.4.8. Medical Educations: This Hospital provides Post Graduate education (MD/MS) in various specialties like Surgery, Medicine, Radiology, Pediatrics, Skin & ENT etc. It is also the training centre for the undergraduate students of Lady Hardinge Medical College. A School of Nursing with 75 students is also run by this hospital. The students of the Nursing School participated in the State and National level competitions and won 1st prize on "Acute Trauma Management" and 3rd prize on "Neonatal Resuscitation " at National level. Similarly, the students won various awards at State level.
3.4.9. Unani OPD: This hospital also has a Unani OPD run by the Department of ISM & Homoeopathy.
3.4.10. Procurement of Equipment: The hospital is under process of procuring many sophisticated equipment during the current year like Bedside Monitors, Portable lights, Refractometer, Endoscopes, Colonoscope, Ventilators, X-ray machines, Telephone Exchange, CCU Central Monitoring Station, kitchen equipment, to update its various services in order to ultimately provide better patient care. An Oxygen Concentrator, procured in previous year have been installed and commissioned in the hospital to make available continuous oxygen supply.
3.4. 11. Accident & Emergency Department: The Accident & Emergency department has been centrally air conditioned at a cost of about Rs. 1.80 crore and is operational. This has helped in improving the patient care. Five new ambulances, purchased last year to augment the ambulance service, have been strengthened by equipping them with various life saving equipment like Suction machine, Oxygen cylinder etc. and para medics have been posted to accompany the ambulance in case of need. These are in addition to the existing 6 ambulances in the hospital.
3.4.12. Setting up of Cardio-Thoracic Surgery Department: A proposal to set up a full fledged Cardio-thoracic surgery department have already been cleared by the Expenditure Finance Committee and further process of creating necessary posts is in progress.
3.4.13. Trauma Centre: A piece of land, measuring around 1982 sq. mtr., has been acquired by the hospital and there is a plan to build a trauma centre at this site.
3.4.14. Residential Accommodation for Doctors: Another piece of land have also been earmarked for the hospital and will be used for construction of Doctors Hostel and residence of the staff.
3.4.15. Strike: In July 1998, the Hospital had to face the strike call given by the group 'C' & 'D' employees to press for their demands. They called off the strike after an agreement signed between the representatives of the striking employees and the Government
